Lipps was raised in Miamisburg, Ohio. After graduating from Miamisburg High School, Rep. Lipps attended the College of Wooster. After his time at Wooster, he pursued a graduate degree (Masters) at DePaul University.

Rep. Lipps has been blessed with several successful businesses and many opportunities to serve his community over the last 25 years. As the new chair of the House Health Committee, Rep. Lipps has been keyed in on the biggest issues pertaining to pharmacists.
